Does phenolic require buffing after sanding? I'm thinking of rolling the edges on a neck that has a phenolic fretboard. I've done this many times with wood, but never resin.

HI,
I use phenolic quite a bit and I rarely buff it. Normally when I buff it, it's just to buff aluminum that I've inlaid into the phenolic. Usually, I just sand it down to 600 or 1200 grit, it gets very smooth that way. The more you handle it, the smoother and shinier it seems to get. If you want a better shine to it after you get to 1200 grit, you can put a very small amount of light oil, like WD-40 on rag and rub it down, then wipe it with a dry rag.
Now, the phenolic I use is a black, paper based phenolic, I'm not sure how this would work with the cloth based phenolics, but what little I have worked with those, it may be about the same. I do know that the brownish cloth based phenolic will darken the more it's handled, I think that is from natural oils in peoples hands???
To really answer your question, I don't think you'd have to buff your phenolic.
